Traffic Emergency Data of Chongqing

During the “Twelfth Five-year Plan”, China’s Ministry of Transport has also introduced information construction-oriented plans. Aimed at problems in industry informatization in recent years, these plans take the solution of prominent contradictions and major issues in traffic development in the “Twelfth Five-year Plan” as the primary requirement of information-based development and construction, and are intended to make full use of and improve existing informatization achievements. Through integration and sharing, and province-ministry cooperation, and by using cross-regional, cross-sectoral major information projects as driving forces, the plans strive to comprehensively promote the establishment of the industry management and service coordination mechanism, change the situation of scattered construction and incoordination, unite efforts to promote information-based development, and highlight the overall effect and scale efficiency of information construction. In addition, they set the goal of completing four major projects, “Highway & Waterway Safety and Emergency Response System”, “Highway & Waterway Information Service System”, “Highway & Waterway Construction and Transportation Market Credit Information Service System”, and “Transport-based Economic Operation Monitoring, Early Warning, and Decision Analysis System”.

In order to fully implement the national “Twelfth Five-Year Plan” and the “Twelfth Five-Year Plan” of the Ministry of Transport on information construction, the Chongqing Transport Commission put forward the demand for the construction of the emergency data platform by taking into full consideration its own characteristics and the urgent problems at this stage.

Project Construction Objectives

Adhering to the principle of “Using Indicators to Reflect Performance, Data to Express Indicators”, this project is aimed at “realizing high-efficiency disposal of emergency events in traffic industry”. We should possess an overall perspective, use the idea and method of “top-level design”, center on “data”, carry out goal decomposition for the traffic development goals in Chongqing, organize traffic operation flows and data flows, develop a full set of methods to solve problems and mobilize resources at all levels from the aspects of decision aids, monitoring and evaluation, and support for basic businesses to realize interconnection and sharing of information resources, sharing of demand, reorganize and integrate all sectors’ operation data, which reflects the operation and development conditions of traffic industry in the city, achieve centralized storage and unified management, and preliminarily establish a unified, standardized data resource system of Chongqing Transport Commission. So, we can lay a solid foundation for the future comprehensive integration of data resources in traffic industry.

Based on the data resource system, we will also carry out the construction of resource service systems and effective integration of all sectors’ operation data according to the needs of transportation businesses. In accordance with relevant national and municipal (Chongqing) standards and other industrial standards, we will preliminarily establish a unified standard system for macro data resources and emergency data of Chongqing Transport Commission. Based on the SOA architecture, we will develop relevant application systems to achieve the functions of macro data query and analysis, and facilitate leaders to grasp traffic development and operational status rapidly and timely and provide them with macro-level data services, which can serve as strong data support for their decision making.

Explore the new models of public information services and industry management, and provide practical and sustainable data resource services that are really needed by people, and easy to understand; from a macro perspective, work out a scientific and rational indicator system, which is compatible with the macro data and emergency data on traffic, through summarization and collation of all sectors’ operation data and analysis of leaders’ needs and emergency application requirements; based on that, establish the meta-database and the unified metadata system, which takes the macro indicator system and the emergency indicator system as the core.


The construction of this project is guided by the idea of “top-level design”, and it is developed by taking into full consideration the characteristics and requirements of “big data” under the new situation, and adopting the data service mode of “data + service”.

1. Data:

Construction of indicator and standard systems: According to the overall traffic development goals as specified in the 12th Five-Year Plan of Chongqing, establish the global and complete indicator system by means of information technology; based on the indicator system, establish and gradually develop the global and complete data resource system; in the current stage of the project, the main objectives are to establish the macro indicator system and emergency indicator system of Chongqing Transport Commission, develop metadata standards and specifications, and set up the standards on data / information classification, data exchange, quality control, information dissemination and other related technical businesses.

Database system construction: It is required to build the meta-database system, database management system, basic databases, and subject databases.

The meta-database system is mainly composed of a meta-database and a unified metadata management and planning design system, and it is a system used to define, manage, and maintain metadata. Through the construction of the meta-database system, standardized design and management of the data resource system of Chongqing Transport Commission can be realized.

Through the establishment of the database management system, data ETL processing, update maintenance, data exchange processing, data query and sharing application services for the basic database and the subject database, and security management of data storage and backup can be realized, and data exchange, processing and sharing management can be achieved. Non-structural data processing needs of WeChat, microblog, voice and other new media forms should be met especially.

The basic databases cover the basic databases of the Chongqing macro traffic indicator system, the traffic emergency indicator system and indicator data, and realize centralized storage and use of Chongqing traffic data.

The construction of the subject databases is based on the database and data warehouse technologies, as well as on the Chongqing macro traffic indicator system, the traffic emergency indicator system and basic indicator data, and the subject databases include the databases on the subjects of traffic construction, transportation capacity, and traffic safety, which are designed for analysis and application services. The following task should be finished in the current stage: establishment of the data resource system for daily monitoring of road network operation and traffic emergency disposal. In addition, the system should be developed based on the data requirements of the four major projects of the Ministry of Transport, and ideas, work patterns and steps should be set out. Establish the embryonic form of Chongqing’s traffic data resource services.

2. Service:

Data integration: In this aspect, it needs to strengthen integration and sharing of data both inside and outside of the industry to meet the growing demands for travel information services and industry supervision. This project mainly deals with the data resources required by, including but not limited to, road network monitoring and emergency disposal systems, and will realize the functions of data collection, reduction, storage, analysis and release.

Application system construction: The application system is required to be generally in line with the SOA architecture. The data resource integration system should be developed based on the mature industry-wide commercial platform (with its market share in the top three listed by an authority) to realize data exchange processing and data resource integration business, effective integration of data resources in the city’s traffic industry, data collection and exchange, audit processing, processing conversion, business management, collection management, and system monitoring.

Database management system: Use the data resource directory as a reference, relying on the data sharing and exchange platform, to build two subject databases, “daily monitoring of road network and emergency event disposal”, and collect relevant data resources with a collection rate of not less than 95%.

Improvements to sharing and exchange platform: Improve the sharing and exchange platform that is compatible with the applications in this project based on the data resource catalog, as well as the sharing and exchange platform construction programs as established in the “Highway Traffic Information Resource Integration and Service Project”. After the completion of the project, the sharing and exchange platform will become the core supporting unit of the data sharing and exchange system of Chongqing’s traffic industry.

Data application system construction: provide various kinds of macro data information applications for different users, establish various types of specialized data information services, and achieve subject data management, data query, special query, data analysis, analysis results management, and other functions.
