On December 7, 2011, Sino-US “Mega Port plan” cooperation pilot project was started in Yangshan Port, the busiest foreign trade port in Shanghai. This is a collaborative project implemented by the General Administration of Customs of the People’s Republic of China, General Administration of Quality Supervision, Inspection and Quarantine of P. R. C, and the United States Department of Energy. It is an important part of Sino-US anti-terrorism cooperation, aiming at preventing illegal sale and transportation of nuclear and other radioactive materials by installing radiation detection system in ports, thus guaranteeing supply chain security of international trade.
As the general integrator of the project, Nuctech Company Limited provided urban emergency security equipment for the project, including pedestrian walk-through detector, gate-type goods detector, channel detector for vehicle container, etc. Through the professional detection and prevention and control for the radioactive goods trade carried out by “Mega Port plan”, the regulatory functions of customs was further expanded, the relevant international commitments of the Government of China was fulfilled, and guarantee for the global trade chain security was provided. This is the first national level large-scale system integration project completed by Nuctech Company Limited. The successful operation of this project also provided a new way for China and the United States to further cooperate in the international field of nuclear proliferation.
According to the statistics of Shanghai Customs District, only a year and a half after the startup of the Sino-US “Mega Port plan” Yangshan Port pilot project, Shanghai Customs District monitored 4.84 million TEUs in Yangshan Port in total, analyzed and disposed 10,600 alarming containers, and carried out second inspection and hand-held instrument inspection for 175 orders of goods. In the 18 successfully detected trade cases of radioactive goods, three batches were with excessive radioactivity of cobalt-60.
